In a speech Tuesday at the Marion Rotary Club, Republican gubernatorial candidate Mike Pence pledged to establish an "office of federalism" called the Office of State-Based Initiatives -- to track the costs of federal mandates and coordinate with agencies to develop solutions to effectively use federal dollars. Pence says the office would be created at no expense to taxpayers by retasking the current Office of Federal Grants and Procurement. Pence faces Democrat John Gregg and Libertarian Rupert Boneham this november.
