As Tropical Storm Isaac grazed the Florida Keys with less force than was feared, hurricane warnings were issued for the Gulf Coast, from central Louisiana to the Florida Panhandle, with Alabama, Mississippi and Louisiana declaring a state of emergency before the storm's landfall.
